Central China's Henan Province plans to invest 31 billion yuan in environmental protection between 2001-2005, around 1.3 percent of its GDP in this period.
Henan, the most populous province in China, is also one of the poorest, suffering from severe environmental problems.
By 2010, Henan is expected to reach its peak in terms of population, while its per-capita share of resources will be at the lowest level.
The provincial government recently published its environmental plan for the 10th Five-Year period (2001-2005). During the period, the province will invest 9.9 billion yuan, 17 billion yuan, three billion yuan and one billion yuan respectively for tackling water pollution, air pollution, building bioenvironmental protection zones, and improving facilities for law-enforcement and research in the field.
Local governments at different levels, businesses and individuals are encouraged to invest in the environmental sector, according to sources.
